Reasons for presenting the Event. ( Answers )

Great for community coherence, allows all the community to take portion at their local leisure Centre and promotes the varied functions of the local leisure Centre.

The running costs are known and accepted, some on costs are provided by cardinal budget and sponsorships. Patrons have included Renova ; Renova is one of the fastest turning developers of Primary Care installations in the UK and Gallifordtry Plc one of the UK ‘s prima building and house edifice groups with grosss of circa ?1.8 billion. ( Appendix R )

The event has ever been supported by Senior Management, its thought to be a great chance for both Knowsley staff and the community to work together and gel together for a joint end.

The event is held in summer to cut down the opportunities of rain, nevertheless the old twelvemonth held on the 5th July 2009 saw really heavy rain. Fortunately the design of Halewood leisure Centre provides some shelter under the purpose physique Eves, alternate shelters include pavilions and Halewood Leisure Centre itself. ( Appendix Q )

The twenty-four hours has been packed with merriment thoughts for all, based upon the consequences from the questionnaires carried out by the Events Team the old twelvemonth. ( Appendix O, Q )

The normal programme will be disrupted for the eventide before the twenty-four hours of the event and the forenoon after the twenty-four hours of the event for readying and cleansing. This has been an one-year event since 2002 but some cancellations of engagements are expected, nevertheless really few cancellations are necessary due the advanced system already in topographic point.

The event provideds the chance for local people to run into and hold merriment, the event can pull up to 5000 people on the twenty-four hours many of which have ne’er visited Halewood Leisure Centre before.

All licences will be discussed at the meetings taking up to the event. The event will normally necessitate a public amusement license applied and funded by Halewood Leisure Centre. ( Appendix C )

Crowd Control externally will be managed by the Community Police Wardens, approved Volunteers, Halewood Leisure Centre staff, Events Team, Paramount Security and Alan Flutes Ground Maintenance Team. Please note that all staff and voluntaries will hold a current CRB cheque. ( Security Appendix H )

This will be achieved by commanding were visitants go with the assistance of Halewood United States Marshals Services, signage will be clearly marked indicating entry and issue points, what locations are out-of-bounds, and what topographic points have limited entree.

Many factors may present the potency for crowd motion during an event and therefore must be considered at the planning phase of the event, these include: –

Phase amusement

Sight-line obstructors or restricted positions i.e. Pavilions

Multiple-barrier systems and pens

location of installations

The audience

Particular effects

All entrywaies and issues must be clearly signposted and marshalled. Further consideration must besides be given the demands of kids and people with mobility troubles. Halewood Leisure Centre has three separate entrywaies and issues for prosaic entree from entry paths used by vehicles.

Before the audience enters the event locale, guarantee that cheques are made of all fire and exigency installations and that:

all issues are unbarred ;

flight paths are clear ;

exigency illuming plants

Fire-fighting equipment and dismaies are in full working order ;

PA system for usage in exigencies can be heard clearly in all parts of the locale.

A PA system will be used to denote safety proclamations to the audience before the event starts and before each show commences. In add-on the PA will supply information about the location of issues, the designation of stewards, lost kids and processs for emptying.

The squad briefing prior to opening will supply the squad clear concatenation of bid normally the Halewood LC Manager, Duty Manager or a senior member of the events squad. Without the established leading staff would are left to their ain devices, doing uncertainness, possible pandemonium or spreads in safety.

With the support from the exigency services the Events Team and the Site Management Team must guarantee the Safety of all clients and or visitants while at Halewood Leisure Centre, following policies and processs must be adhered to.

Health and Safety at Work Act 1974 ( Appendix A )

Impermanent event notice ( Appendix C )

Disclosure of Convictions ( Appendix D )

The Electricity at Work Regulations 1989 ( Appendix E )

The Fire Precaution ( Workplace ) ordinances 1997 ( Appendix F )

The Safety of Sports Grounds Act 1987 ( Appendix J )

Fire Safety and Safety of Sport Act 1987 ( Appendix K )

Past historical events taking to loss of life such as Wembley in 1923, Bradford in 1985, Heysel in 1985 and Hillsborough have had an influence upon the safety of witnesss by the demand to supervise and patrol events both efficaciously and safely. This is achieved foremost by understanding the demands of the crowd/visitors and the event we are trying to pull off. Halewood Village Festival is now in its 8th twelvemonth and it ‘s thought that both the demands of persons and crowds that attend is understood. However it should ne’er be taken for granted, if you understand the grounds for a crowd ‘s behavior you will be better equipped to command it ‘s safely. ( Appendix J, K )

It ‘s accepted that sometimes things can travel incorrect and in the instance of an event this can intend a menace of at hand danger, the crowds of visitants both externally and internally wishing to travel to a topographic point of safety rapidly without thought for others.

If something happens i.e. the Centre receives a bomb menace so the edifice should be evacuated as per the Emergency Evacuation Plan and name exigency services. If a things go incorrect externally the United States Marshals Services, Police, Events Team would be responsible for scattering the crowd and steered towards safety. This type of crowd dispersion would be a last resort and will hopefully ne’er have to be used. ( Appendix V )

Courteous staff and following a sound program of restricting and commanding entree will travel a long manner in doing the event a safe and memorable 1 for all parties.

Halewood Leisure Centre is located on a busy chief route so both traffic direction and route safety must be considered early on. A full hazard appraisal must be carried out which identifies all hazards to going public, event visitants and employees staffing the event. Risks include parked autos on the busy chief road/kerbside doing walkers to walk on the wayside because the curb is non accessible. The countries discussed are cordoned off early by Police and managed throughout the twenty-four hours by Community Police to guarantee both prosaic and traffic safety during the event. ( Appendix N )

In add-on the location and event environment should besides be considered, the hazards and control steps must be recorded utilizing the appropriate signifier foregrounding how the hazards will be managed. ( See Page 15, 16 )

The hazard appraisal will be carried out by a competent employee and will demo what is likely to do injury to people, the appraisal will demo how the hazards will be reduced or removed. In general it ‘s the manner of placing jeopardies and entering actions taken to cut down the hazard. ( Appendix P )

Employers and the ego employed have a duty under the Health and Safety at Work Act 1974 and the Management of Health and Safety at Work Regulations 1999 to transport out hazard appraisals.

Decision

The most important factor in finding the success of the twenty-four hours is non ever measured in the signifier of income ; this is non to state that income is non of import. A good turned out event with no hiccoughs, good conditions and a good squad spirit can be merely as rewarding.

An addition in gross is normally experienced after the event particularly if it was a pleasant experience for clients. Customers that have ne’er visited the site frequently decide to come back, take out a rank or merely merely bask a swim.

Its ever productive to debrief staff after the event, this will let all parties involved to supply their feedback of the event to both the Halewood Centre Manager and the Events Manager i.e. what they felt went good, non so good and lessons learnt to implement following clip. We must ever be prepared to larn from errors so that future events will develop and go on to better.

Recommendations

The sale of intoxicant at the Halewood Village Festival to go on to be purely prohibited, this is due to the nature of the audience attracted to the festival. The event has ever been targeted to pull households and as such a high per centum of the audience is under 18 old ages of age.

A documented program is produced detailing of the functions and duties of staff and voluntaries staffing the festival. This will be discussed in progress at the monthly meetings. When complete the staff will be provided with the finished papers before the start of the event. The overall duty for the safety and enjoyment of the visitants in attending of the festival lies with the Centre Manager. ( Appendix M )

The staff and voluntaries selected to work on the twenty-four hours of the event are chosen to make so based on both their preparation and old event experience.

The information gathered from the questionnaires during the event should be entered into the MRM+2 Membertrack system. This information would assist directors both determine which clients that had attended the event really came back and which clients to aim for future events.

Halewood Leisure Centre direction squad work closely with the Events Team. The Events Team supply support, cognition and an first-class service to the local community. It is recommended that they continue to work with all spouses and the local community groups to guarantee that the Halewood Village Festival continues to be a success long into the hereafter.
